They come and do an "audit" of your potential energy inefficiencies as Step 1. Step 2 is really helpful where they do a test to find the places where your house is leaking air, then they go around sealing up those places. Step 3 they recommend upgrades to your house related to energy and depending on income level will help pay for those upgrades. Even in Step 1 and 2 they gave a bunch of free energy efficient light bulbs and a free programmable thermostat where needed.
